On behalf of Palo Alto Networks and our Service Academy hosts, welcome to the official event page for the 2024 Joint Service Academy Cybersecurity Summit (JSAC).

Founded in 2015, JSAC's mission has remained consistent: strengthen industry and government collaboration to defend against current and future cyber threats by leveraging the unique communities of the service academies. Over its history, the JSAC program has had the privilege of featuring Cabinet Secretaries, Members of Congress, Vice Chairman of the Joint Chiefs of Staff, and numerous Flag and General Officers from all branches of service.

National Cyber Director, The White House

Harry Coker, Jr. was confirmed by the Senate on December 12, 2023 as the second National Cyber Director in the Office of the National Cyber Director, the White House. Director Coker is a retired Central Intelligence Agency (CIA) senior executive and career Naval Officer, is a graduate of the US Naval Academy, the Naval Postgraduate School, and Georgetown University Law Center.

Coker completed a joint duty assignment as the Executive Director of the National Security Agency (NSA). As the third in command of the largest component of the US Intelligence Community, he directly supported NSA’s Director and Deputy Director in the strategic and day-to-day leadership of the Agency. Coker’s service to the Nation and NSA was recognized with the awarding of the National Intelligence Distinguished Service Medal, the NSA Director’s Distinguished Service Medal, and the IC EEOD Outstanding Leadership Award.

During the first seventeen years of his service with the CIA, Coker was assigned to leadership positions in the Directorate of Digital Innovation; the Directorate of Science & Technology; and the Director’s Area. Key assignments included service as Director of the Open Source Enterprise, which is responsible for leveraging publicly available information; and as Deputy Director of CIA’s Office of Public Affairs, which is responsible for the Agency’s internal and external communications and media relations. Coker was also a member of the small, hand-selected team of senior officers that architected the Agency’s organizational construct and operating model. He also had a key role in formulating and executing the Diversity in Leadership Study; and served on the Executive Diversity & Inclusion Council. Coker’s leadership and contributions earned him the Presidential Rank Award and CIA’s prestigious Don Cryer Award for Diversity & Inclusion.

Lt. Gen. Maria B. Barrett assumed command of U.S. Army Cyber Command (ARCYBER) on May 3, 2022.

A Massachusetts native, Barrett was commissioned as an Army second lieutenant via the Reserve Officers Training Corps program in 1988 after graduating from Tufts University with a bachelor’s degree in International Relations.

Barrett’s previous assignments include tours as Deputy Director of Current Operations, J-3, United States Cyber Command (USCYBERCOM); Deputy Commanding General, Joint Force Headquarters—Cyber, ARCYBER; and Deputy Commander (Operations), Cyber National Mission Force, USCYBERCOM.

She has commanded units at the company, battalion, brigade and command level, including service as Commander, 160th Signal Brigade, Third United States Army, and Commander, U.S. Army Network Enterprise Technology Command, the position she held prior to commanding ARCYBER.

Her joint assignments include service as Chief Information Officer/Director, J-6, United States Southern Command and Director, J-3, White House Communications Agency. She has served in Army assignments in the United States, Kuwait, the Republic of Korea, Germany and Saudi Arabia. She is a veteran of Operation New Dawn, Operation Enduring Freedom and Operation Desert Shield/Desert Storm.

Barrett has also earned master’s degrees in National Resource Strategy from the Industrial College of the Armed Forces (Eisenhower School), and in Telecommunications Management from Webster University.

Her awards and decorations include the Distinguished Service Medal; Defense Superior Service Medal; Legion of Merit; Bronze Star Medal; Defense Meritorious Service Medal (one oak leaf cluster); Meritorious Service Medal (three oak leaf clusters); Army Commendation Medal (one oak leaf cluster); Joint Service Achievement Medal; Army Achievement Medal; Joint Meritorious Unit Award; and the Signal Regiment’s Bronze Order of Mercury.

Air Force Lt. Gen. Robert J. Skinner is the director of the Defense Information Systems Agency and the commander of the Joint Force Headquarters-Department of Defense Information Network.

As the DISA director, Skinner manages a global network of more than 20,000 service members, civilians and contractors who provide defense communications solutions to the president, Department of Defense, secretary of defense, Joint Chiefs of Staff and combatant commanders. DISA operates joint, interoperable command and control capabilities for the department, which support more than 200,000 warfighters in 150 countries.

As the JFHQ-DODIN commander, Skinner drives unified action across the DOD to secure, operate and defend the DOD Information Network. He leads the establishment of DODIN priorities, directs threat-informed actions through formal planning and future operational initiatives, and oversees the command and control of daily unified network operations, cyber security actions and defensive operations on the DODIN.

Skinner commissioned through Officer Training School in 1989. He served in various tactical and fixed communications assignments and possesses experience in planning, policy and resource staffing. He commanded at the squadron, group, wing and Numbered Air Force levels and served on the staffs at a NAF, a major command headquarters, Headquarters Air Force and the Joint Staff. Prior to assuming his current position, he was the director of Command, Control, Communications and Cyber at U.S. Indo-Pacific Command on Camp H.M. Smith, Hawaii.

He earned a bachelor’s degree in computer science, summa cum laude, from Park College in Missouri and a master’s degree in computer science with honors from Oklahoma City University in Oklahoma.

Skinner's awards and decorations include the Defense Superior Service Medal with oak leaf cluster, Legion of Merit with oak leaf cluster, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal with four oak leaf clusters, Navy Commendation Medal and Air Force Achievement Medal with oak leaf cluster.

Vice Adm. Craig A. "Clap" Clapperton is a native of Pittsburgh, Pennsylvania and is a graduate of Pennsylvania State University with a Bachelor of Science in Aerospace Engineering. He was commissioned in 1989 and designated a naval flight officer in 1991. In 2008, he earned a Master of Arts in National Strategy and Security Studies from the Naval War College with highest distinction and was a member of the college?s elite Stockdale group. He is a distinguished graduate of the Navy Nuclear Power Training Command and completed nuclear power training in 2010. In August 2022, Clapperton assumed duties as commander, Fleet Cyber Command, Navy Space Command, U.S. 10th Fleet, and Joint Force Headquarters Cyber (Navy).

Clapperton completed operational flying tours in both the A-6E Intruder and EA-6B Prowler, and has amassed over 2,800 hours in the Intruder, Prowler and EA-18 G Growler. His squadron assignments include tours with the Attack Squadron 34 (VA-34) Blue Blasters, Electronic Attack Squadron (VAQ-139) Cougars, and Wizards of VAQ-133.

Clapperton commanded the Shadowhawks of VAQ-141, the U.S. 6th Fleet and NATO command ship USS Mount Whitney (LCC 20), USS Theodore Roosevelt (CVN 71), and Carrier Strike Group Twelve. Additionally, he served as executive officer aboard USS Harry S. Truman (CVN 75). During his command tours, his ships and squadrons supported Operations Iraqi Freedom, Enduring Freedom, New Dawn, and Inherent Resolve, and operated in the Baltic, Black and Mediterranean Seas and Atlantic, Indian and Pacific Oceans.

During his tours ashore, Clapperton served as aide to Deputy Commander-in-Chief, U.S. Atlantic Fleet; flag lieutenant to Commander, U.S. 2nd Fleet/Commander Striking Fleet Atlantic; flight instructor, Prowler Fleet Replacement Squadron; on the staffs of the Supreme Headquarters Allied Powers Europe and Commander, Naval Air Force Pacific; Deputy Director, Operations, J3, U. S. Cyber Command; and Commander, Joint Task Force Cyber 10th Fleet.

Clapperton's awards include from each of his sea duty commands, the Battle E and Chief of Naval Operations Retention Excellence Awards. In September 2007, Clapperton was awarded the prestigious Admiral James Bond Stockdale Award for Inspirational Leadership.

RDML Joseph Buzzella currently serves as the J-7 Director of Force Development, United States Cyber Command. In this role, he enables cyber domain warfighting readiness and superiority through leading the Command’s Joint Force Development mission to ensure collective and individual cyberspace training in response to national defense and operational priorities.

RDML Buzzella previously served as the Chief, Coast Guard Office of Emerging Policy (DCO-X) from 2021-22. In this role, he led a high performing team in developing, synchronizing, and articulating emerging policy to further the Coast Guard strategic vision.

RDML Buzzella completed Coast Guard Enlisted Basic Training at Cape May, New Jersey in 1986 after serving in recruit company Bravo 123. After boot camp, he was assigned to Coast Guard Base Miami Beach as a Coast Guard Reservist. He is a 1988 graduate of the Naval Academy Preparatory School (NAPS) and a 1992 graduate of the Coast Guard Academy where he earned a Bachelor of Science degree in Management and a Coast Guard officer commission. Following graduation, RDML Buzzella served as a Deck Watch Officer aboard the USCGC Spencer and USCGC Vindicator. Upon completion of U.S. Naval Flight Training in Pensacola, Florida, he was designated Naval Aviator 23,901 and Coast Guard Aviator 3,293 in 1996.

He then reported to Coast Guard Air Station Miami, Florida where he flew the HH-65 Dauphin Helicopter and later the HU-25 Falcon Jet where he maintained dual airframe qualifications. In 2000, he was assigned to Coast Guard Air Station Cape Cod, Massachusetts where he flew HU-25 Falcon Jets. In 2005, he was assigned under the Department of Homeland Security Chief Financial Officer in Washington D.C., where he served as an Assistant Director and Budget Program Reviewer providing oversight of more than $26 billion in annual appropriations. In 2007, he reported to Coast Guard Air Station San Francisco, California where he held the positions of Operations Officer and Executive Officer and flew the MH-65 Helicopter. In 2011, he was assigned as Commanding Officer of Coast Guard Air Station Traverse City, Michigan where he flew the MH-65 Helicopter. In 2014, RDML Buzzella reported to the Pentagon as Special Assistant to the Chairman of the Joint Chiefs of Staff and Deputy Director of the Chairman’s Action Group (CAG) under General Martin Dempsey, USA and General Joseph Dunford, USMC. In 2016, he was assigned as the Sector Commander of Coast Guard Sector-Air Station San Diego, California where he flew the MH-60 Jayhawk Helicopter, he also served as Captain of the Port of San Diego and led mission execution from the US-Mexico Maritime Border northward to Dana Point, California to include inland navigable Lakes and the Colorado River. In 2019, he was assigned as the Chief of Staff for the Eleventh Coast Guard District as the principle advisor to the District Commander on all Coast Guard missions in California, Arizona, Nevada, and Utah to include the offshore waters of Mexico, Central America, and Latin America.

RDML Buzzella holds a Master in National Security Strategy from the National War College, a Master in Public Administration from Harvard University, and a Master of Science in Quality Systems Management with a specialization in Homeland Security from the National Graduate School. He is a former Harvard University John F. Kennedy School of Government Public Service Fellow. RDML Buzzella holds numerous awards and recognitions. He hails from Miami, Florida and is married with 3 children.

Major General Lorna Mahlock assumed her current duties as Commander, Cyber National Mission Force in January 2024.

Prior to her current assignment, she served as the National Security Agency’s Cybersecurity Directorate, Deputy Director for Combat Support, as the Assistant Deputy Commandant for Information, Director, Command, Control Communications and Computers (C4), and as the Chief Information Officer (CIO) for the Marine Corps.

Born in Kingston, Jamaica, she immigrated to Brooklyn, New York and enlisted in the Marine Corps. She was selected for the Marine Corps Enlisted Commissioning Education Program, graduated from Marquette University and was commissioned in December 1991.

MajGen Mahlock is a certified FAA Tower Local Controller and Marine Aviation Weapons and Tactics Instructor. She has commanded and led at various levels globally and in combat including: Air Traffic Control Detachment Commander; 1st Stinger Battery; Marine Corps Instructional Management School; G3 Future Operations 1st Marine Aircraft Wing; Operation SOUTHERN OVERWATCH and IRAQI FREEDOM 01; IRAQI FREEDOM 02; Marine Air Command and Control Systems Experimental; Commanding Officer – IRAQI FREEDOM 08; Headquarters European Command; Marine Corps Office of Legislative Affairs; Deputy Director of Operations, Plans Policy and Operations, (PP&O) Headquarters United States Marine Corps.

She holds Master’s degrees from the University of Oklahoma at Norman, the Naval War College, the U.S. Army War College, and a Master’s Certificate in Information Operations from the Naval Post Graduate School. She is also a graduate of the United Kingdom Defense College Higher Command and Staff, with Executive Certificates from MIT and Harvard. MajGen Mahlock’s personal awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, Joint Service Achievement Medal, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal and Good Conduct Medal.

Major General Matos III graduated from Virginia Tech in Blacksburg, Va. In 1989. Earning his commission through the Officer Candidate School, he was assigned as a Communications Officer upon graduation from The Basic School.

Operating force assignments include Marine Wing Communications Squadron-28, Communications Officer for the 22d Marine Expeditionary Unit (Special Operations Capable), S-6 Regimental Combat Team-8 (RCT-8) during OIF 04-06, G6 Operations officer for 2d Marine Division, and Deputy G6 for II MEF Forward during OIF 06-08. His command assignments include 7th Communication Battalion in Okinawa, Japan and Defense Information Systems Agency Pacific (DISA-PAC).

Staff assignments for Major General Matos include Training and Education Command Marine Corps Systems Command, Director of Communication School, Division Chief for Cyber Requirements and Capabilities, Integration and Strategic Initiatives for the Joint Staff J-6, Assistant Chief of Staff, Information Environment Division at Marine Forces Pacific, and as Deputy Director, Command, Control, Communication and Computer Systems and Information Technology for United States Space Command. His most recent assignment was as the Assistant Deputy Commandant for Information and Director, Information, Command, Control, Communications and Computers (IC4).

Major General Matos attended the Basic Communication Officer Course and the Command and Control Systems Course and has earned numerous industry certifications regarding information technology and project management. He is a graduate of Virginia Tech, the Naval Postgraduate School in Monterey, California and Distinguished Graduate of the Industrial College of the Armed Forces (ICAF).

Major General Matos’ personal decorations include the Defense Superior Service Medal with Oak Leaf cluster, Legion of Merit, Bronze Star with Gold Star, the Meritorious Service Medal with Gold Star, Navy and Marine Corps Commendation Medal with Gold Star, the Joint Service Achievement Medal and the Combat Action Ribbon.

Brigadier General Kayle M. Stevens is the Deputy Commander, Sixteenth Air Force (Air Forces Cyber), Joint Base San Antonio-Lackland, Texas. Brig Gen Stevens is responsible for the operations of more than 44,000 personnel conducting worldwide operations. Sixteenth Air Force Airmen deliver multisource intelligence, surveillance and reconnaissance products, applications, capabilities, and resources. Sixteenth Air Force includes the 9th Reconnaissance Wing (RW), 55th Wing, 67th Cyberspace Wing (CW), 70th Intelligence, Surveillance and Reconnaissance Wing (ISRW), 319th RW, 363rd ISRW, 480th ISRW, 557th Weather Wing (WW), 688th CW, Air Force Technical Applications Center, and all U.S. Air Force cryptologic operations.

Brig Gen Stevens is a graduate of Wellesley College and received her commission through Reserve Officer Training Corps at the Massachusetts Institute of Technology. She is a career intelligence officer with extensive joint experience at the national and tactical levels in special operations forces (SOF) intelligence, distributed multi-intelligence operations, surveillance, and reconnaissance (ISR) units, and has commanded at the squadron, group, and wing levels. She is an Air Force Intern Program graduate and has served in a variety of staff assignments to include the Office of the Under Secretary of Defense for Intelligence, CSAF Commander’s Action Group, the National Security Agency, and as the Junior Military Assistant for the Secretary of Defense. Brig Gen Stevens has deployed several times as a SOF ISR Mission Commander executing ISR and leading joint personnel deployed around the globe supporting manned and unmanned ISR missions in support of AFSOC and USSOCOM missions. She served as the J2 Deputy Director for the International Security Assistance Force (ISAF) SOF Task Forces in support of Operation Enduring Freedom.

Prior to assuming her current position, she was the Senior Military Assistant to the Secretary of the Air Force.

Bruce Byrd

Bruce Byrd

Executive Vice President and General Counsel, Palo Alto Networks

Bruce Byrd is the Executive Vice President and General Counsel of Palo Alto Networks. In that role, he is responsible, globally, for legal affairs, policy and government affairs, corporate governance, compliance, and risk and resilience. He joined the company in January 2021.

Before joining Palo Alto Networks in January 2021, Bruce was the Chief Legal Officer of AT&T Communications, responsible for legal affairs at AT&T’s largest operating company. There, he led a team of over 300 lawyers and managed the full range of legal disciplines.

Prior to AT&T, Bruce was a partner at Dickinson Wright PLLC, where he maintained an active commercial litigation, regulatory and class action defense practice.

Bruce is committed to community service, particularly in the realm of inclusion and diversity. He is the chair of the board of directors of the Institute for Inclusion in the Legal Profession and serves on the board of the International Institute for Conflict Prevention & Resolution.

Bruce graduated from the University of Michigan with a degree in economics and received his J.D., cum laude, from the University of Michigan Law School.

Leo Garciga

Leo Garciga

Chief Information Officer, US Army

Mr. Leonel Garciga was selected for appointment as US Army Chief Information Officer (CIO) in July 2023.

As CIO, Mr. Garciga is the principal adviser to the Secretary of the Army on information resource management (IRM) and information technology (IT) and the effect of IRM and IT on warfighting capabilities. He sets the strategic direction for and oversees the execution of policies and programs for IRM and IT, including managing an integrated IT architecture, information sharing policy, cybersecurity policy and cybersecurity program management, managing the life cycle of IT resource management processes, and ensuring the synchronization of the information enterprise.

Mr. Garciga is a career civil servant with a diverse background in acquisition, engineering, intelligence, and information technology having served in these roles across the Department of the Defense and Intelligence Community since 2003.

Prior to his role as US Army CIO, Mr. Garciga served as the Director, Army Intelligence Community Information Management, Office of the Deputy Chief of Staff for Intelligence (G-2). He provided operational, technical and security expertise and oversight of Army Intelligence Community’s information management and information technology capabilities across the Army. He was the strategic manager and integrator of intelligence information technology and data systems with Joint, Intelligence Community and National systems, serving as the Army’s Intelligence Community Chief Information Officer.

Mr. Garciga is a recognized subject matter expert in digital transformation, secure software development (DevSecOps) and data analytics. Previously serving in several roles redefining software acquisition for the Department of Defense and operationalizing data analytics capabilities at scale across the Department of Defense and the Intelligence Community. He also served as the Defense Threat Reduction Agency (DTRA) – Joint Improvised Threat Defeat Organization (JIDO) as the Chief Technology Officer and Senior Advisor on technology to the DTRA director. Prior to working at DTRA, Mr. Garciga served as the Joint IED Defeat Organization Deputy Chief Information Officer, USJFCOM Joint Transformation Command – Intelligence (JTC-I) as an Intelligence Analyst/Information Technology Specialist and started his career as a Mechanical Engineer at the Navy Engineering Logistics Office.

Mr. Garciga has a BS in Mechanical Engineering Technology, graduate work in Organizational Management, is a certified Information Technology security professional, and a graduate of Naval Nuclear Power School. Mr. Garciga’s awards include Meritorious Civilian Service Medal, Army Superior Civilian Service Award, Commander’s Award for Civilian Service (x3), Secretary of Defense Medal for the Global War on Terrorism and 2018 DoD-CIO Team Award.

Mr. Garciga is a U.S. Navy veteran earning his submarine warfare pin aboard the USS Memphis SSN-691. He currently resides in northern Virginia with his wife Linda and his two daughters.

Winston A. Beauchamp, a member of the Senior Executive Service, is the Deputy Chief Information Officer for the Department of the Air Force, comprised the U.S. Air Force and U.S. Space Force. He assists the Chief Information Officer in leading three directorates–Enterprise Information Technology, Data and Artificial Intelligence and Cybersecurity–and supports 20,000 cyber operations and support personnel around the globe with a portfolio valued at $17 billion. Mr. Beauchamp provides oversight of the Air Force's Information Technology investment strategy from networks to cloud computing, Enterprise policies, data management, digital transformation, information resources management, IT innovation initiatives, information assurance, and related matters for the Department of the Air Force. He delivers cybersecurity and enforces Freedom of Information Act, Privacy Act laws and the ethical use of AI in the Department. Mr. Beauchamp integrates warfighting and mission support capabilities by networking and securing air, space and terrestrial assets.

Mr. Beauchamp previously served as the Director, Headquarters Air Force (HAF) Information Management, Office of the Administrative Assistant to the Secretary of the Air Force, Arlington, Virginia. In this role, he served as HAF Chief Information Officer and HAF Authorizing Official. He also managed the Air Force Declassification Office, Air Force Publications Distribution Office, and Enterprise Solutions Division.

Mr. Beauchamp joined the Air Force in 2015 to serve as both the Deputy Under Secretary of the Air Force for Space, and the Director, Principal Defense Department Space Advisor Staff, the Pentagon, Arlington, Virginia. In this DoD role, he was responsible for integrating and overseeing DoD space capabilities and policies, coordinating with the Intelligence Community, and providing support to the Secretary of Defense on space portfolio decisions. Additionally, as Deputy Under Secretary of the Air Force for Space, he provided the principal support to the Under Secretary’s role as the Headquarters U.S. Air Force focal point for space matters and in coordinating activities across the Air Force space enterprise, prior to the establishment of the Space Force as an independent military branch within the Department of the Air Force.

Prior to his Air Force tenure, Mr. Beauchamp served for two decades in a variety of progressively more responsible positions in several agencies of the Intelligence Community. He began his career in the National Security field in 1992 as a systems engineer with General Electric (GE) Aerospace. He worked in a number of assignments with GE and Lockheed Martin Corporation before joining the federal government as an intelligence operations specialist.

Ms. Rathbun currently serves as the DON CIO driving continuous improvement and innovation of the DON’s Information Technology portfolio valued at 12+B. In her role, she ensures alignment of IT investment priorities to SECNAV priorities, guides the execution of the DON’s Information Superiority Vision focused on modernizing, innovating, and defending Enterprise and Business IT. Ms. Rathbun plays a key advocacy role for DON data and cyber/IT workforce initiatives, and overseas DON CIO internal operations. Key focus areas include Cyber Readiness, zero-trust architecture, optimizing transport diversity through commercial tech, SIPR 2.O; and movement to cloud and enterprise services delivery.

Prior to her role as DON CIO, Ms. Rathbun served in a dual-hatted capacity as Deputy Assistant Secretary of the Navy for Information Warfare and Enterprise Services (DASN IWAR) under the ASN, RDA, and as Chief Technology Officer (CTO), DONCIO. As DASN IWAR, she supported an $9+B portfolio of programs that modernize and deliver information-centric capabilities spanning enterprise, operational and tactical missions to include Command, Control, Communications, Cyber, Battlespace Awareness, Space, Business and IT Services. Ms. Rathbun led key software and cyber acquisition reforms and served as the Navy’s IT Acquisition Workforce champion. As CTO she drove the modernization of key elements of the DON’s IT Infrastructure to include a unified network architecture Capstone Design, movement to enterprise cloud and identity services and execution of zero trust principles all enabling mobile, agile, secure and interoperable force in meeting their mission. She was instrumental in resourcing and driving the rapid adoption of MS Office 365 to meet the demands that the COVID pandemic placed on remote access to productivity services; and consolidating Logistic IT efforts across the Navy.

Before joining the Department of Navy, Ms. Rathbun served as the Deputy Director for Defense Business Systems in the Office of the Deputy Assistant Secretary of Defense for C3, Cyber, and Business Systems (DASD C3CB) within the Office of the Under Secretary of Defense for Acquisition and Sustainment. She was responsible for shaping the acquisitions of the Department’s major Defense Business Systems and Enterprise IT Infrastructure Services investments, a portfolio valued at over $15B.

Ms. Rathbun has had a diverse civilian career in the government driving change initiatives focused on improving decision advantage across key government and defense processes. Her assignments included: the Commission on Roles and Missions of the Armed Forces; Ops Research Analyst at the Office of the Secretary of Defense Program Analysis and Evaluation; ERP Change Lead and Acting Director of Resources, Headquarters NASA; Chief of Staff for Deputy Secretary of Defense initiative: Institutional Reform & Governance Roadmap where she implemented a Capability Portfolio Management process; Special Assistant to the Director of Portfolio Systems Acquisition for Program Management; Division Chief for the Strategic Capabilities Office in the J1/8 Resources Directorate, USAFRICOM Stuttgart, Germany; and Chief of Staff to the DASD C3CB.

Ms. Rathbun holds a BA in Political Science from John Carroll University and an MPA from the Maxwell School of Citizenship and Public Affairs at Syracuse University. Dr. Wanda T. Jones-Heath, a member of the Senior Executive Service, is the Principal Cyber Advisor for the Department of the Air Force comprised of the U.S. Air Force and U.S. Space Force. As the Principal Cyber Advisor for the DAF, her duties include synchronizing, coordinating and overseeing the implementation of the DAF Cyber Strategy and advising the Secretary of the Air Force on all cyber programs. She is responsible for overseeing cyberspace recruitment; resourcing and training of cyber mission forces, as well as assessing their readiness; overseeing acquisition; advocate for cyber investments; cybersecurity supply chain risk management; security of information systems and weapon systems.

Since entering civil service, Dr. Jones-Heath has held technical and leadership positions performing cyber operations and cybersecurity duties in communications units from the squadron to the wing level and she has served in headquarters units at the major command, agency, and Air Staff level. Her experience includes extensive joint and interagency work along with cross functional assignments with duties such as testing, assessments, lessons learned management, strategy development and other functions in organizations both within and outside of the communications field. Dr. Jones-Heath graduated from the University. of South Carolina in 1990 with a degree in Computer Science. She began her Civil Service career as a Palace Acquire Intern, Information Systems Specialist, in various functional areas. She moved to Headquarters Air Combat Command, Langley Air Force Base, Virginia, in 1993. There, she held positions responsible for policy and guidance for security and network systems. Prior to arriving at the Headquarters Air Force staff, Dr. Jones-Heath was the Program Manager for Mobility with the Defense Information Systems Agency. Mr. Joshua Reiter is the Department of the Navy Deputy Principal Cyber Advisor (PCA). In this role, he is responsible for supporting the PCA in advising the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps, and implementing the Department of Defense Cyber Strategy within the Department of the Navy. Mr. Reiter also serves in the additional capacity as the Department of the Navy Chief Information Officer’s (DON CIO) Chief Workforce Officer. He was originally appointed to Defense Intelligence Senior Level (DISL) in December 2018 as the Director of Cyber Workforce Policy and Planning under the Cybersecurity Directorate of OPNAV N2N6.

A former U.S. Coast Guard licensed merchant mariner, for the first several years of his career, Mr. Reiter served as a DoD civilian mariner with the U.S. Navy’s Military Sealift Command as Third Officer aboard USNS Saturn (T-AFS-10), USNS John McDonnell (T-AGS 51), USNS Apache (T-ATF 172), USNS Hayes (T-AG-195) and as Second Officer/Navigator aboard USNS Sirius (T-AFS-8).

Mr. Reiter spent three years as the Manager of Maritime Information Systems for the Massachusetts Port Authority, overseeing the information technology infrastructure for the Port of Boston. He spent one year working in private sector information technology, prior to 9/11. After 9/11, Mr. Reiter spent over 17 years serving in a variety of roles at the Office of Naval Intelligence (ONI) in Washington, DC, including Executive Director of the Nimitz Operational Intelligence Center, the U.S. Navy’s pre-eminent center of excellence for operational and strategic analysis of events associated with the maritime domain.

Mr. Reiter is also a retired Navy Reserve Information Warfare officer whose assignments included the Office of Naval Intelligence, the Naval Criminal Investigative Service (NCIS), and the Defense Intelligence Agency (DIA).

Mr. Reiter earned a Bachelor of Science degree in Computer Science/Mathematics from the State University of New York Maritime College at Fort Schuyler, and a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College. Colin Ahern was appointed by Governor Kathy Hochul in June 2022 as New York’s first Chief Cyber Officer. In this role, he has led the development of the state’s first cybersecurity strategy and leads cross-agency efforts to protect New York State from cyber threats. Prior to joining state service, Colin served as First Deputy Director of New York City Cyber Command and Acting Chief Information Security Officer of New York City. Colin worked in cybersecurity in financial services before joining the New York City government.

Colin began his career in the Army, enlisting in the reserves after 9/11 and later served on active duty as an Army officer where He deployed twice to Afghanistan. He was promoted to multiple leadership roles and ended his Army career as a company commander in the Army Cyber Brigade, where he oversaw the creation of a specialized cyberspace operations organization. His military awards and decorations include the Bronze Star, the Meritorious Service Medal, and the Knowlton Award.

Colin has taught at the Columbia University School of International and Public Affairs and the George C. Marshall European Center for Security Studies and is a term member at the Council on Foreign Relations. His academic and professional writing has been widely published, including by the Advanced Computing Systems Association and the Association for Computing Machinery. Colin received a bachelor's degree from Tulane University and a Master of Business Administration from the New York University Stern School of Business.

John P. Durkin is the Regional Director Region II within Cybersecurity and Infrastructure Security Agency (CISA) where he leads the effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure. Region II covers New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands. During the COVID pandemic and the US Governments’ race for a vaccine, he led the coordination and support to twenty three tier I and II companies involved in vaccine research including two of the three vaccine manufacturers. In 2017, he led the national Preparedness and Programs Division’s (the predecessor of CISA) response to Hurricanes Irma and Maria in Puerto Rico and the USVI. Prior to this position, he was the Chief of Protective Security for Region II and a Protective Security Advisor assigned to New York City. Before joining CISA, Mr. Durkin served as the Supervisory Air Marshal in Charge of the Newark Field Office of the Federal Air Marshal Service for six years. Mr. Durkin is a twenty five year veteran of the New York City Police Department. His last assignment was Commanding Officer of the Aviation Unit. The majority of his career was spent in the Special Operations Division, primarily the Emergency Service Unit where he has served as a Police Officer, Sergeant, Lieutenant, and Captain. Other assignments include Commanding Officer of the Intelligence Division’s Protective Intelligence Unit and Threat Assessment Unit. Mr. Durkin holds a BS in Criminal Justice from the State University of New York, a Certificate in Police Management from the Columbia University Graduate School of Business, and an MS in Homeland Security Management from Long Island University. He is a contributing author to Leadership in Dangerous Situations, a textbook used by cadets at the United States Military Academy and “Only as Strong as Its Weakest Link: Resilience of the Healthcare Supply Chain in New York”, published in Homeland Security Today outlining the findings of the NYC Healthcare Regional Resiliency Assessment Project.

Mr. Durkin is also a retired U.S. Army Reserve Intelligence Officer and has served at the tactical, Combatant Command, and strategic level. He originally enlisted in the United States Marine Corps and served as a scout sniper, recruiter, Platoon Sergeant, and career planner. Mobilized in 2003, he deployed to Iraq and served as the lead military investigator on the Joint U.S. Government team assigned to investigate the looting of the Iraqi National Museum. In 2005, he was mobilized and assigned as the Defense Intelligence Agency representative to the FBI New York Joint Terrorist Task Force. Mobilized again in 2006, he formed and commanded the Defense Intelligence Agency’s worldwide Interrogation Detachment.

Kelly Moan serves as the Chief Information Security Officer (CISO) of the City of New York (NYC). In this role, Ms. Moan leads the Office of Technology and Innovation’s (OTI) Cyber Command to protect, defend, and respond to cyber threats across the city. Prior to her appointment as the City’s CISO, Ms. Moan served as the CISO for the New York Police Department (NYPD). Throughout her career, she has taken a holistic and mission driven approach to cybersecurity, with a strong focus on collaboration.

Prior to joining the NYPD, Ms. Moan was a Division Chief for the Department of Homeland Security (DHS) in Washington, DC. She led the security architecture and engineering team, building and deploying emerging technology to enhance cybersecurity defenses for the Department. She also served as the FedRAMP Joint Authorization Board (JAB) Technical Representative to the CIO, providing subject matter expertise on securing cloud technologies.

At other points in her career, Ms. Moan held roles supporting the DoD and USCERT. She also served as an Intelligence and Operations Briefer for the Secretary of Homeland Security. Ms. Moan holds an undergraduate degree from American University and a graduate degree from Pennsylvania State University.

Prior to Forcepoint, Eric was the executive director for Civilian and National Security Programs at McAfee (formerly Intel Security). Earlier in his career, Eric worked at Salesforce.com, EMC, and Sybase. He spent four years as an Airborne Ranger with the U.S. Army specializing in communications. John Garstka, a member of the Senior Executive Service, is the Director for Cyber Warfare within the DASD for Platform and Weapon Portfolio Management, Office of the Under Secretary of Defense for Acquisition and Sustainment.

His current responsibilities include oversight of the development and acquisition of capabilities for cyberspace operations and implementation of DoD’s Strategic Cybersecurity Program, which focuses on cyber hardening the Department’s highest priority missions. As the Director for Cyber Warfare he pioneered the application of Cyber Resiliency assessments to help Combatant Commands understand cyber risks to critical missions and the application of Mission Focused Cyber Hardening to prioritize cyber mitigations.

Mr. Garstka began his career as an officer in the U.S. Air Force. He was commissioned in 1983 after graduating as a Distinguished Graduate from the U.S. Air Force Academy with a BS in Mathematics. He earned a Master of Science degree in Engineering from Stanford University in 1985 and served on active duty in the U.S. Air Force for 10 years and in the U.S. Air Force Reserve for 15 years.

He has an extensive background in systems engineering, mission analysis, cyber risk assessment, and capability development for space, communications, networking, and cyber capabilities. His experience includes material solution analysis for space surveillance systems, communications satellites, unmanned aerial systems communications, airborne networking, cyber ranges, and capabilities for cyber situational awareness. As an operations research analyst he conducted force structure analysis for the Air Force Officer Force and the Air Force Acquisition Workforce.

He has written and spoken extensively on the topics of network-centric warfare, warfighting innovation, and defense transformation. Mr. Garstka is married to Diane and resides in Springfield, VA and is the proud parent of four children.

COL Justin Considine is a native of Maryland. He received his commission from Loyola University Reserve Officer Training Corps (ROTC), Baltimore, MD, as a Military Intelligence (MI) Officer. COL Considine is currently serving as the Director of Cyber Activities for the Principal Cyber Advisor (PCA) to the Secretary of the Army and Chief of Staff of the Army.

Branch detailed to the Armor Branch, COL Considine served as a Platoon Leader with the 2nd Armored Cavalry Regiment (2ACR) at Fort Polk, Louisiana before transitioning to the MI Corps in 2002. As an MI Officer, COL Considine served in command and staff positions at Fort Polk and Fort Bragg, NC, including command of B Company, 2nd Brigade Special Troops Battalion, 82nd Airborne Division. During this time, COL Considine’s operational deployments included: S2, 3rd Squadron, 2nd Armored Cavalry Regiment, Iraq, 2003; Intelligence Trainer, Military Transition Team (MiTT), embedded with an Iraqi Infantry Battalion, Iraq, 2005-2006; Commander, B/2BSTB, 82nd ABN DIV, Iraq, 2007-2008; and CJ2X, Combined/Joint Task Force-82, Afghanistan, 2009-2010.

In 2011, COL Considine was assigned to the 744th Army Network Warfare Battalion (ANWB), re-designated later that year as the 781st MI Battalion (Cyber) when the 780th MI Brigade (Cyber) was activated. COL Considine served as Chief, Army Remote Operations Center (AROC) and Battalion S3. He then served on the Joint Staff at the Pentagon in the Deputy Directorate for Global Operations (DDGO), Cyberspace Operations & Electronic Warfare Division. In June 2015, COL Considine transferred from MI to the new Cyber branch as part of the Army’ first cohort of Cyberspace Officers. He returned to Fort Meade to command the 781st MI BN from 2016-2018. Most recently COL Considine served on the Army Staff in Deputy Chief of Staff G-3/5/7, Strategic Operations Directorate, as the Deputy Division Chief for Cyberspace Operations and Electromagnetic Warfare and then as the Directorate Chief of Staff.

COL Considine’s military education includes the Armor Officer Basic Course, MI Officer Advanced Course, Army Command & General Staff College, and National War College at the National Defense University. He holds a Bachelor of Arts in Political Science from Loyola University, a Master’s in International Relations from Troy University, Alabama, and Master’s in National Security Strategy from the National War College, Fort McNair, VA.

COL Shell served in other strategic assignments in the Office of the Undersecretary of Defense for Acquisition and Sustainment as the Chief of Staff of the Defense Assisted Acquisition Cell, COVID-19 Ventilator Lead, Chief of Staff to the Chief Information Security Officer, and DoD Acquisition Cybersecurity Policy Coordinator where he coordinated the DoD?s support to the COVID-19 interagency response, helped restock Health and Human Services? Strategic National Stockpile, expanded the nation?s domestic industrial base for key medical equipment, and wrote cybersecurity policy as part of the DoDI 5000 Acquisition reform.

Mr. Sleppy served 25 years in the U.S. Navy as a Naval Aviator and Acquisition Professional, culminating his career in August of 2019 as the Commanding Officer of Air Test and Evaluation Squadron One (VX-1). During his naval career, he served two operational command tours; first as Commander of Patrol Squadron One (VP-1) and second at VX-1 where he commanded over 400 personnel conducting operational test of P-8A, E-2D, MH-60R/S, MQ-8C and MQ-4C aircraft. Prior to this tour, he served as the Military Director of the Naval Air Systems Command Cyber Warfare Detachment.

Before joining government service, Mr. Sleppy was a Senior Cybersecurity Engineer for The MIL Corporation, where he supported the Naval Air Warfare Center Aircraft Division Naval Aviation Red Team managing cyber assessments of embedded aviation weapons systems.

In December of 2019, Mr. Sleppy transitioned to civil service as the Chief Engineer of the Naval Aviation Red Team. In this capacity, he directed the standup of NAVAIR’s inaugural Red Team capability while managing technical requirements, developing policies, standard operating procedures and training.

In June of 2020, Mr. Sleppy was selected as a NAVAIR Senior Leader and appointed as the Director of Cyber Warfare for Naval Aviation at the Naval Air Systems Command. He is responsible for providing Naval Aviation's acquisition decision makers with the support necessary to coordinate, plan and execute a long range cyber warfare strategy that ensures cyber-resilient aircraft, weapons, sensors and support systems delivered to our Sailors and Marines.

Mr. Sleppy is a graduate of the United States Naval Academy where he holds a B.S. in mechanical engineering. He is also a graduate of the United States Naval Test Pilot School with over 3,300 flight hours in 33 different aircraft. During his career, he spearheaded Army and Joint cyber, intelligence, and communications operations in a series of senior leadership positions, including as Commanding General of the U.S. Army Cyber Command, where he led a highly talented workforce of over 16,500 soldiers, Department of the Army civilians, and contractors collaborating with government, commercial, and international mission partners to conduct persistent defensive and offensive cyber operations, information warfare operations and IT operations enabling 1.1 million soldiers and civilians at 188 bases around the world. Previously Steve was the U.S. Central Command J2, commanded the U.S. Army Intelligence and Security Command and the US Army Cyber Center of Excellence, and was the Chief of Staff for U.S. Cyber Command. Garrett is a seasoned leader with over 20 years of experience specializing in executive leadership, customer engagement, team building, performance improvement, and productivity optimization.

Prior to GDIT, Garrett served in the U.S. Army retiring as Major General. In his final assignment with the Army, Garrett served at the Defense Information Systems Agency (DISA) where he helped to lead a global organization of approximately 8,000 military and civilian personnel who plan, develop, deliver, and operate joint, interoperable, command and control capabilities and a global enterprise infrastructure in direct support of the president, secretary of defense, joint chiefs of staff, combatant commanders, Department of Defense components, and other mission partners across the full spectrum of operations.

Prior to his assignment at DISA, Garrett served as the Military Deputy to the Army CIO/G-6 and Senior Information Security Officer in the Office of the Chief Information Officer (CIO)/G6, Headquarters, Department of the Army in the Pentagon.

Garrett holds a bachelor?s degree from Santa Clara University, a master?s degree in strategic studies from the U.S. Army War College, and a Master of Business Administration degree from Golden Gate University.

Dr. Phyllis Schneck is Vice President and Chief Information Security Officer for Northrop Grumman where she oversees the company?s global cybersecurity strategy and policies and is responsible for the digital security of the company?s products, services, and infrastructures.

Dr. Schneck has 20 years of government and private-sector experience in senior cybersecurity positions including managing director and global leader of Cyber Solutions at Promontory, a division of IBM, Deputy Undersecretary for Cybersecurity and Communications for the Department of Homeland Security and Chief Technology Officer for the global public sector at McAfee.

Throughout her career, Phyllis has led cybersecurity practice, responses to cybersecurity threats against corporations, civilians and the government, the transformation of signature technology, the development of real-time cyber threat intelligence and analytics and cybersecurity policy position.

Dr. Schneck was also a member of the Center for Strategic and International Studies Commission on Cybersecurity as part of the 44th President?s administration, Chairman of the Board of Directors of the National Cyber-Forensics and Training Alliance, Vice Chairman of the National Institute of Standards and Technology?s advisory board on information security and privacy, and national chairman of the board of directors of the FBI?s public private InfraGard program. She has briefed and worked with several foreign governments to form partnerships with the U.S. for information sharing, infrastructure protection, and cybersecurity. Dr. Schneck holds several information-security and technology patents.

Dr. Schneck also earned her doctorate in computer science from the Georgia Institute of Technology, as well as both a master?s in computer science and a bachelor?s in computer science and mathematics from the Johns Hopkins University.

Head of Global Security for Avaya communications where she worked on securing the World Cup Network in Korea and Japan in 2002 and Vice President of Loss Prevention and Safety for the Great Atlantic and Pacific Tea Company. Before joining the corporate world, she served as a Special Agent in the FBI. Marene is a graduate from the United States Military Academy at West Point, in the first class of women and served in the Army as a Military PoliceOfficer. She has served on the Defense Advisory Committee on Women in the Services appointed by the Secretary of Defense and the Overseas Advisory Committee appointed by the Secretary of State. She served on the Health ISAC Board of Directors and is a founding member of West Point Women and currently serves as their President. She is an advisor to CISA/DHS on national resiliency. She and her husband operate an organic blueberry farm and are currently the largest producers of organic berries in Madison County Florida.

Christopher Cleary is the Vice President of Global Cyber Practice at ManTech International. Prior to returning to his commercial roots, he served as the Department of the Navy Principal Cyber Advisor (PCA), in this role, he was responsible for advising the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps and implementing the Department of Defense Cyber Strategy within the Department of the Navy (DON). Prior to being appointed as the PCA, he was the DON Chief Information Security Officer (CISO) and Director of the DON CIO Cybersecurity Directorate.

Before returning to his roots in the Navy, Chris worked in the commercial sector as Vice President of Business Development and Strategy for Leidos’ Cyber & SIGINT Solutions Operation, based in Columbia, Maryland. Chris’s other commercial experience includes Director of Business Development, Tenable; Client Partner, Verizon Enterprise Solutions; Director of Cyber Intelligence, L3 Communications; President, Vir-Sec Government Services; and Senior Manager of Intelligence Programs, Sparta.

Chris is a retired Naval Reserve Officer who served 16 of 24 years on active duty in a variety of leadership roles supporting several commands, including US CYBERCOMMAND, National Security Agency (NSA), Office of Naval Intelligence (ONI), National Reconnaissance Office (NRO), Joint Special Operations Command (JSOC), Assault Craft Unit TWO, and USS Simpson (FFG-56). Prior to receiving his commission, Chris spent four years as an F/A-18 Hornet avionics technician serving with The Desert Gladiators (VFA-106). Chris has deployed four times, twice supporting combat operations in Iraq. He has a B.S. in Computer Science from USMA, an M.S. in Software Engineering from Auburn University, and a Ph.D. in Computer Science from the Johns Hopkins University. COL Hamilton additionally teaches Cloud Computing in the Department of Electrical Engineering and Computer Science. He began his career as a signal officer and de­ployed in support of Operation Iraqi Freedom in 2004 where he commanded Alpha Company 57th Signal Battalion. His research focuses on information warfare and data privacy. Prior to joining ACI, MAJ Starck earned a Master of Science in Electrical and Computer Engineering from Carnegie Mellon University. MAJ Starck has previously held positions as a platoon leader, battalion S-6, and mission element lead on a Cyber Protection Team.

On-site Transportation
Transportation while at the event will be up to the participant. Unlike JSAC 2023, no official programming will be on campus so if you wish to visit the base it will be up to you to get all appropriate visitor’s documents/approvals needed.

Getting to West Point
Car | You are welcome to arrive by car, but please note parking at The Thayer can be limited. Please let us know in registration if you are planning to arrive by car. If you are needing to book a private car, we recommend going through RMA.

Bus | Short Line Bus offers daily bus service from the New York City Port Authority, near Times Square in midtown Manhattan, to the West Point Visitors Center; one-way trip takes 1 hour 40 minutes and costs approx $15. Short Line also has day trip packages with sightseeing and local discounts.

Railway | Metro-North has rail service from Grand Central Station in mid-town Manhattan, up the east bank of the Hudson (West Point is located across the river on the west bank of the Hudson) . If you don’t have a car, get off at Peekskill where cabs are often waiting. You may want to call to reserve a Highland Falls or Peekskill cab. Driving time from Peekskill to West Point is approximately 20 minutes.

Rideshare | Rideshare heading to West Point from major cities are readily available but availability while at West Point is extremely limited and unreliable.

JSAC 2024 is scheduled to take place at Thayer Hotel at United States Military Academy in West Point, New York. Please note, any base access requirements will need to be managed on your own, as all programming will be inside the Thayer Hotel, not on base.
